Since PCC is mandatory to provide under Federal stage, I think it is for all the countries where you have stayed more than 6 months.

I am outside my birth country right now. So, do I need to make a PCC for the country where I was born.

Also, I think it is better to provide PCC in the initial stage while lodging your application , because I heard that you can also send your PCC later after submission of your federal file.
Which one is better and can quickly finish the federal process, sending the PCC at initial stage OR later when requested ? . Please advice.
 
No need PCC for initial stage. U have to submit at Federal stage

From my own experience it doesn't matter that you have sent the upfront pcc or later once requested. However the validity of the pcc is for one year in most of the countries so it's better to send the same later on (once requested )

Yes it is recommended to send PCC upfront (and you will need pcc from your home country). This is also true that most PCC are of one year validity .. but if you have not visited that country after PCC is issued and it has passed one year validity in such cases CIC considers them.. But again it all depends on VO and immigration is such time and money consuming affair so everyone wants to avoid surprises :-)

The reason to them earlier I think is it can quicken the overall process, because later on the CIC request it to us, and it will take around 1-2 months to send them including the process to obtain and send it to them by courier.
And, since their process timeline is 11-13 months, I think it shall not be of any problem. :)
