PCC requirement for CIO

A lot had been written on documents to be sent to CIO with applications under FSW. I read here that PCC/ police report/ FBI report is also required to be sent, some members have even applied for FBI report. But to the contrary to this, when you see the document check list of CIO, it does not mention anything about Police report to be sent along with the application.

Can somebody show where it is written that Police clearance is required to be sent to CIO, otherwise the application will not be entertained.

If you look at #12 of the CIO checklist, you have to go to your specific VO in order to see that PCCs are indeed required to be submitted. My VO is Buffalo and I'm using its checklist as an example. It may be different in other VOs.

Submitting PCC to visa office is there, but where it is that it is to be submitted to CIO.
If you read the beginning instructions of #12, it states there:

Gather and submit to the CIO all the documents listed on BOTH checklists. I believe it means that applicants have to submit to the CIO all documents listed on the checklists from both the CIO and the VO.

ALL documents in BOTH CHECKLISTS have to be submitted to CIO by applicants post 26 June 2010, therefore, PCC must be included as it is required in VO Specific checklist.

Step 1 of the instructions to apply as a Federal Skilled Worker (http://www.cic.gc.ca/english/information/applications/guides/EG73.asp) indicates:

"What documents are required?
Make sure to consult the document checklist (IMM 5612) and the Visa Office specific requirements (supporting documents) for your country to determine what documents you will need to provide. If you are not prepared to submit full documentation to the CIO do not apply now.
If you do not submit a complete application with the supporting documents, your application will be returned to you."

and

"Police certificates
All applicants must submit police certificates/clearances to the CIO as part of the application process."
