I am an Indian Citizen who was a resident of the UAE between Jan 2016 and May 2017. I currently reside in the USA. I checked the procedure to acquire the PCC while staying outside the UAE. I am having issues trying to get my fingerprint card authenticated. I know how to get my fingerprint card. But then after that, do I need a signature from the state police/notary before I send it to the Office of Authentications in the US? This procedure is not defined anywhere. Any help or links to what the exact procedure is would be great!
