PCC FROM KUWAIT ///GUYS HELP ME ON THIS ////

Hi Guys
Kudos to seniors like Asivad anac , Regina, Doubles , Yam power and all those people who have contributed in this forum . I must say it has been of great help I actually sat and read almost all the posts in this forum before I started my application.
I have a question which has been asked over and over in this forum but my case is a bit different from it.
I have been in Kuwait for more than 18yrs before I moved to Canada on study permit. I require PCC from Kuwait to submit the application .But the website says as below.
Do I need to provide a Police Certificate for Express Entry?
Yes, but only after you submit your application. When you apply for permanent residence, you will be asked to upload a police certificate. Instead, you must upload a document that states: “I am applying from a country that requires an official request letter from CIC to get a police certificate.”

I MANAGED TO GET A PCC FROM KUWAIT BECAUSE MY PARENTS ARE STILL IN KUWAIT. They went with a copy of my passport, earlier visa status and ITA and managed to get a request letter from the Canadian Embassy Kuwait. Further they used the request letter from Canadian Embassy Kuwait to obtain my PCC. Do you think I can submit that with the application? (With an LOE stating how I received the request letter and proving the status of my parents in Kuwait) or (Should I not submit the PCC I obtained and wait for CIC to send me a letter of request???)
Because I read earlier in this forum that a person from New Zealand obtained his PCC without the request letter and submitted the application. He got rejected.
Kindly share your views on this????

You will definitely need to include a LOE stating the whole process on how you obtainted the Kuwait PCC.
Also, one thing which you need to be sure is that - there should be a sentence or Purpose of PCC mentioned in your current Kuwait PCC which must clearly mention that this PCC has been obtained for the purpose of Immigration to Canada.
OR it should be mentioned "To be submitted to: Embassy of Canada"
If you have the above mentioned in your PCC, then you should be fine along with the LOE

I only have " For travelling abroad" - Certificate of criminal status in the PCC.
Will that suffice?

I am not 100% sure, but I feel it should work.
However, you have the best option of not submitting the PCC with your PR application and include the statement that you are applying from Kuwait - a country which requires CIC to issue a request letter to obtain police certificate.

I am applying from Bahrain and even I do not require to submit the Bahrain PCC with my PR application whenever I would be submitting.
However, I am ready with a scan copy which includes a LOE on the top mentioning that I require a letter from CIC to obtain Bahrain PCC; and then the PCCs from other countries follow this letter. This way you confirm to CIC that you have obtained PCCs from other countries and that you require only one more to obtain.

All applicants must obtain the PCC of their current country of residence after receiving ITA.
In short, the date on the PCC of your current country of residence must be after the date you obtain the ITA.
Else, there are chances of rejection.

While submitting PCCs for different countries, it will be a single scan PDF file. In this file, first page should be the LOE in which you mention the above statement. All other PCCs should follow this page.

Could you please explain further.

I asked the immigration regarding Police Certificate that I haven't receive any official request from CIC for the reason that I haven't obtain Police Certificate to Brunei (previous work).

They replied that It was send to me last April 2015 but the attachment is only Appendix A, IMM form and the other letter is for Medical Instruction.

Am I missing some file?

I need to submit it until June 4, 2016

Please help
