PCC from Chicago current processing time.

Guyz....please help me.
My wife is currently in USA and having Indian passport issued in India. She is planning to apply for PCC from Indian Embassy in Chicago for the PR application under family class, USA.
Please let me know the current processing time it takes to get PCC from Chicago. When I check in the website its says the below. If any one here already applied please let me know u experience and time it took. I also have option to apply from USA in India but its lots of procedure, attestation and documents......

Second question I have is can I apply my application package first and then update the PCC later...PLEASE let me know..

Applying in person:
No same day service for PCC. Applicants will be informed once the clearance is received
Applying by mail:
Applicants will be informed once the clearance is received.

It may take about a month or so. What kind of visa she is holding in USA?

She is on L1 visa.
Do they actually keep the passport for that long ? as I also need to send the original passport with the application for PCC ?
Guys any one having experience let me know.

If applied in person she can ask to give the original passport back but she will be required to bring it back when your PCC is ready as consulate puts a stamp on a passport page mentioning PCC issued.
