You need a PCC for every country other than Canada where you have lived more than 6 months. So you need PCC for India which you can get either from India through a local police station or from the Indian Consulate in Toronto. I'd suggest the consulate as you have been in Canada for a fairly long time.
There are some cases where CIC requests fingerprinting and PCC from Canada. This is in cases where a search based on name gives them a positive hit in the criminal database. So they fingerprint you just to be sure that the hit is not on you but someone else with the same name.
Regarding validity of PCC, there are two things to note:
1) At the time of application, your PCC should not be older than 3 months.
2) The PCC itself is considered valid for 1 year. If your application takes longer than that, CIC may ask you to resubmit the PCC.
