Am I right in thinking I can pay the ''application processing fee'' first, then once a decision has been made, then pay the ''right of PR Fee'' ? right now its asking for both payments when I go to submit my PR Application and documents.

You can submit without paying the RPRF fee. CIC is going to ask you to pay it later on. Request of payment of RPRF does not mean a decision has been made. Some applicants have been rejected even after request of RPRF.

You need to go and change it in the change family information link. And there if you select only visa fee.. then the payment page reflects accordingly.

there is no option to select visa only fee when I click on the family information form, any advice?
