Payment for Visa processing is getting declined

I am applying for Canada work permit online. I am using a SBI Master Card debit card for online payment. But every time I try to pay a "transaction declined" page appears.
I have tried different cards. But the problem persists. Does anyone have any idea what I am doing wrong. The credentials are correct.
