Past USA visa refusals....need urgent advise...

Hello Guys,
I am applying for a visit visa from Dubai in December this year.I am a student in Dubai on a student visa.
last year my Canadian study permit from Pakistan was refused. Before applying for the study permit, I also applied in NOC 1111 as an accountant in Federal skilled worker program but the application was returned as the cap was reached. In past years I also had some USA visa refusals too.
I mentioned about these US visa refusals and my attempt for the immigration when I was applying for the study permit last year from Pakistan.

As I am applying for the visit visa now so should I mention about my attempt to apply for the immigration through the FSWP in 2015. My case was not refused. My application was simply returned as the cap was reached. In the form for the visit visa they are asking to mention about any past visa refusals only which I will mention about my US and my past Canadian study permit refusal but what about the FSWP case?

Not needed, but it would be good to mention it so they see you are fully disclosing your immigration attempts.

BTW, the TRV most likely will be refused. You have made it clear that you want to immigrate to North America, so that is a red flag. Unless you can prove there is no reason for you to stay then this is a straight forward refusal. Therefore, if your application is not rock solid, then drop it.

OK. I was thinking to mention only my past visa refusals this time NOT my about my immigration because the form is only asking to mention about the refusals if any.
My immigration attempt was not refused. It was returned back unprocessed as the cap was reached. But I have mentioned about it when I was applying for the study permit. Just need an advise.

I too had a returned FSW app due to the cap being reached, as well as another terminated app. I mentioned them both in my TRV application and when I ordered my GCMS notes post-approval, only the terminated one was noted and not the returned one. So since it was never processed, it was never refused.
