If you included your child as a dependent in your wife's PR app, that was a big mistake. He is a Canadian citizen and cannot become a PR.
You can book an Air Ticket whenever you're planning to return to Canada and apply for a Limited Validity Canadian passport if your child's Proof Of Citizenship is still processing. You need booked Air Ticket to apply for Limited Validity Passport. With that passport your child can move back to Canada with you.
