Passport to CPC-Ottawa...mailing instructions?

Hello
I reside in Ontario and I got my PPR. This is what it says in the email about mailing instructions:
To allow you to track your passports through the mail, we strongly recommend that you purchase two (2) PREPAID Canada Post Xpresspost envelopes (National), letter-sized (318 x 241 mm), at any Canada Post retail outlet. CPC-Ottawa accepts no responsibility for any passport lost in the mail.

- Complete the mailing label on one envelope showing your mailing address in the “Deliver To” field.
- Keep a tracking number sticker from each envelope.
- Fold and enclose the self-addressed envelope in the other envelope along with your passport(s) and a copy of this request letter.


I have 2 questions:
1. Since I reside in Ontario, shouldn't I just be buying regional xpresspost envelopes rather than national?
2. If I buy 2 envelopes of the SAME size, how would one fit inside the other? I know it says that FOLD one envelope, but xpresspost envelopes are made of thick cardboard paper, not regular paper envelope...so folding it in half would damage it! I am asking this because when I applied for my TRV last year, CIC advised to buy 2 envelopes of different sizes, 1 small and 1 big. But this email says both should be letter-sized! :-/

Hi... I just send our passport 2 days back and I'm from Alberta. Here are m y answers to your questions , I hope it helps.

1. Theres only 1 kind of 318 x 241 size Canada post xpresspost envelope in Canada post and for sure the customer service knows it just tell them you are sending it to cpc-ottawa.

2. I bought 2 Same size envelope and just folded 1 in order for it to fit in the envelope. Those envelope are not that thick and very easy to fold.

I hope my answers help you. When you go to Canada post just request for assistance and they are for sure familiar with cpc-ottawa instructions since lots and lots of people are sending their passports every single day.

my email does not indicate any envelopes size. Is this normal?

it just states "One pre-paid return envelope so that we can return your passport(s) and Confirmation of Permanent Residence documents. ''
"If you have a mailing address in Canada:
The pre-paid Xpresspost envelope must be from Canada Post. Please note that we will not return documents to a Canadian address via any other courier.
Submit all documents by mail in a single package and send to the following address: (..)"
