Passport requests are only sent to individuals that are outside of Canada according to their portal 1 declaration. So what you are saying doesn't make sense. Did you declare that you were in Canada when they sent you the portal 1 request? If you in fact declared that you were outside of Canada then you should complete the PR process outside, send the passport to the embassy and wait for it to return. If you declared that you were inside Canada and due to an error you received PPR, you should immediately respond to the portal 1 email telling IRCC about this error and your need to complete the process inside Canada.
