Passport Submission to Ottawa

I've received my CoPR and need to submit my passport. I have a Visit Visa to Canada. So is it possible for me to travel to Canada as a visitor and submit the passport to the case processing center in Ottawa rather than staying back in my home country and submitting it to a nearby center (which takes much longer to stamp the PR)? The CoPR states that if you are currently in Canada and intend to stay there at a mailing address for 3 months, you can submit the passport to Ottawa. Will this still be applicable if I travel there on visit visa in the next few days' time and submit it?
