Passport submission to New Delhi CHC

Hi,

I need to submit my family's passport for PR visa stamping to New Delhi CHC. Do I need to submit the passport via VFS centres or I can directly send the passports to CHC office through courier. Is there anybody who has directly send the passports to Delhi office via courier? Were there any delays ?
