typically, it's just a scanned copy of the bio page, not the entire passport.
it's also quite common for visa exempt applicants to not get a PPR, provided it is unlikely they will change their name and their passport is valid for more than 6 mo.

then it must be dependant on the visa office. for ottawa (and i believe london as well) all that is necessary is the bio page. the request letter will specificy.
