Passport request to CDN embassy in Moscow

After not being able to see my mom for 9.5 years she finally got her supervisa
We got a notification this morning asking for her passport. She is the citizen of Uzbekistan and it is my understanding that passport has to be delivered to CDN embassy in Russia.
Is the use of VAC is mandatory or we can send the passport by DHL and authorize someone to pick-up the passport at the embassy and he/she will send it back by DHL?
No VAC in Uzbekistan
Also, does anyone know how long it takes for the embassy release the passport with visa after they get it?

I know it's been too long after your posting and you probably have your mom with you in Canada by now, but I just happened to have the same question as you did a year ago!

I though, I'd ask you to see if you ever got an answer to your question regarding transmission of passport from the Embassy back to Uzbekistan?
