Passport request, but traveling

My Husband (US Citizen) and I are planning on traveling to Italy in October, right around the time we are expected to get a passport request. If the passport request comes before the trip are we able to send a photocopy of his passport, or does it have to be the real deal?

Visa-exempt applicants are no longer required to submit their actual passports. They need only send copies of the passport pages.
