Passport Request (Ankara Visa Office)

Hi All,
My parents got Passport requested from Ankara Visa Office for a Temporary Residence Visa and they have 30 days to send their Passport to Ankara (From Iran).
It's not possible to post passport from Iran (Against Iranian Law), so they have the option of Authorising someone to get their Passport to Visa Office for Visa Stamp.
Does anyone know an authorised organization in Iran to be responsible for that? Has anyone heard of this organization: usirtourism

What they mean is someone like a family member has to take it, don't even think of giving it to 3rd party
