Passport references - common law siblings?

Does anyone know if my common-law partner siblings could be my references for passport application? I know the website says "brother/sister in law" cannot be references, but I wasn't sure if this applied to marriage only or common-law relationships too.

You should assume that they will consider siblings of a common law partner to be brothers/sisters in law.
