Hi. My wife had to renew her passport while our application is in progress. What is the best way to notify immigration Canada? We are outland.

You could either submit using the case specific enquiry form here (scan and attach pdf image of bio page of new passport):

https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx

Or (and?) copy and print the passport bio page and send to the appropriate visa office by good old 'snail mail'.
