On the citizenship application it says all pages should be included.
Does this mean literally all pages including blacks, just pages with a stamp and bio pages or just bio pages?

Also do they want multiple on 1 page or just one1/2 pages (whatever is scannable), ormore than this. Can you upload numerous pages for passport copies?

Yes. It literally means all pages including blanks, pages with stamps and bio pages.

You can scan each double page of your passport as one page, and combine each of these as one pdf.

If you don't have a flatbed scanner, then use a tool like Adobe Scan to scan your passport and make one file with all pages,
