Passport expiry and IEC query

My partner is from the United Kingdom and received an ITA for the working holiday visa today. Although this is great news, we weren't prepared for this to happen so quickly and he couldn't renew his passport in time. It is due to expire at the end of September.

While I've done my research to help him out, I've found conflicting information on whether or not he can apply on his current passport. The 'How to Apply' page states:

"Your passport must be valid when you apply to the International Experience Canada program and when you enter and depart from Canada."
I initially thought this statement suggested that at the time of application, the passport should be valid for the entirety of the stay in Canada. However, the actual work permit will be authorised at the POE. As the application does not require applicants to provide specific dates of arrival and departure, they would have no way of knowing that information. The Help Centre also indicates that you can submit new passport details for the IEC scheme either before or after the POE letter is issued. While I'm now inclined to believe that he could indeed apply on his current passport and quickly apply for renewal after, it also seems silly that IRCC would approve the visa if he has at most a month left on his passport.

I was wondering if any had any advice on this matter, and if someone could help me weigh these options:

Option 1: My partner accepts the ITA tomorrow and submits the application ASAP to avoid the passport expiring during processing. Once the application is submitted, he renews his passport and uploads it before the POE letter is issued.

Option 2: My partner waits the ten days to accept the ITA and renews his passport tomorrow, either using the regular service or the fast-track service. He takes twenty days to fill out the application while waiting for the passport arrive.

Option 3: He declines the ITA and enters the pool after he's renewed his passport.​

The first two are risky, but the the third option has the potential to keep up apart for another year. I haven't got a clue what to do or how to help him. Hopefully someone has insight!
