I don't think there is any data on this, but has any one ever taken a second attempt of the citizenship test ? What is the failure rate ? it looks like at least 90% of people pass the test ?
 
From what I understand, the failure rate is highest among older (55+), under educated and people with poorer english/french language reading ability. Younger educated professionals with good languages skills have a very high pass rate.
 
The failure rate on the citizenship test has been low until recently; in 2008, approximately 4% of the 145,000 test takers failed.

However, the failure rate for the new citizenship test is much higher. When it was first introduced on March 15, 2010, the failure rate rose to 30%. Later on, a reworked version of the test introduced on October 14, 2010 brought the national failure rate down to around 20%, but the rate was still significantly higher than that of the old test

But as I mentioned in my previous post, the pass rate is very high for ounger educated professionals with good languages skills. It is older, uneducated applicants with poor language skills that has the biggest spike in failure after the changes in 2010
