Partnership with a Canadian Citizen?

I've recently been reading about this idea, if I know someone in Canada who wants to partner up with me to start a business in Canada, how easy is it to emigrate this way, I suppose the Canadian citizen would have to apply to the Province on my behalf?

Which province? Rules are different for provinces across Canada if you are looking at starting a business via the PNP route. Either way you will have to invest some money(depending on the province) to get a PR based on starting a business. Canadian citizen sponsorship is not going to work unless he is willing to help raise funds for starting off the business.
