I am in Toronto on student visa and I have my friend here in Canada on visitor visa for 3 month. I m planning to get married with her in next few week. What is the process of applying for partner visa?
:-what are the chances that she can get a partner visa and how much time does it take??
:- Is it legal that I can marry to a girl on visitor visa ??
 
There is a very high chance of you being refused here. You will likely be rejected due to purpose of visit, and the assumption will be that the marriage is one of convenience. It would be better for you to get married, have her leave, and apply from outside Canada.

Provided you can show a genuine relationship, she should have no issues applying for a work permit.

We knew each other from last 5 year's but now she came here on visitor and we thought it's the time to get married so is there any chance that she can get a partner visa ??

A student in Canada can only really apply for a spousal OWP. For visa required persons, these are best applied in the home country.

A spouse who arrives on a TRV, gets married in Canada, and then applies for an OWP may seem to be doing whatever they can to stay in the country and get work permission. Spousal OWPs from study permits are not guaranteed.

If I were the visa officer, unless I had lots of proof before me of the validity of the marriage, I would doubt it. I would also doubt the applicant's willingness to return home.
 
Spouses of international students are not guaranteed SOWP. You can certainly try but a permit is not guaranteed. You also have to look into whether your spouse will have health coverage or you must pay an additional fee through your school.

It's actually a common enough scenario. It is perfectly fine to apply for a spousal OWP within Canada vs. outside of Canada.
