Part time Mechanical Masters programs or full time considered better??

hello friends
i have applied for pr under fsw and expecting to be in Canada in a year or so and i plan to do masters program in oil and gas field or mechanical & the fees is less compared to international student if u hold a pr. when i checked the part time the fees for domestic student its less than full time can anyone tell me why there is reduction in fees structure in full time and part time and how is the part time study taking place like how many hours a week ? and is part time considered same as full time when we are applying for a job??
