Hello.

In order to sponsor my parents to live in Canada the Government wants my taxable income to be a certain amount from wage earnings. I own a house that I rent out does that income qualify as part of my total earnings ? Can I use that income to boost my total yearly income ?

Thank You.

Provided you declare that income in your Canadian tax return - yes.
