Parents would like to visit on short term, but have an expired PR status

Dear all,

This is the following issue:

My parents applied for permanent residency in Canada thirty years ago. They only stayed their for less than a year and emigrated to Europe. Meanwhile, they never renounced their PR.

Last year, they went back to Canada for a holiday (on a tourist visa), not knowing they still had their PR status. At customs, they were questioned why they came back and they were told it's necessary to renounce their PR after coming back to Europe. So, back in Europe, my Dad called the Canadian embassy and was told that any requests regarding visa are only processed in Vienna, Austria. Given this info, he took no further action.

Now, my grandmother (who lives in Canada) is in her final stage of cancer. My parents obviously want to fly over to Canada to see her for the last time. The only problem is that they are afraid that they will be considered inadmissible when arriving at the Canadian customs.

Which actions should they undertake in order to be allowed to visit my grandma (just for a week)?

One option is to renounce their PR. The only thing is that this process might take long, while they would like to leave to Canada in one or two weeks.

Your suggestions and help is very much appreciated!

HI, I came to Canada with a travel document since my PR was expired for 7 months. I came to Canada and applied my new PR card through fast track process in Canada.
