Parents Visitor Visa - Refusal 2nd time

Hi All,

My parents visitor visa application got refused for the 2nd time. The first time was back in 2022. My father has retired since 2019. My mother has always been a housewife. I am in Canada on PR. I did show good amount of funds available that my dad accumulated over the years he worked abroad. Also got a property under his name and did evaluation assessment and attached that to application as well. I attached my invitation letter, PR and employment letter too. Police certificates from country where he worked and now Pakistan. Yearly FBR tax returns. The thing is that there is no business or job commitment. My father is already 65 and mother 62. No specific travel history, they travelled to Malaysia once with me in 2018.

I need some guidance on how I can overturn this decision? I know I cant appeal or reapply until and unless I have new information/document. The only thing left to add is that my sister is in UK and works there. She is supposed to apply UK visa later this year. Please help me out. I am too disheartened by this decision.

EDITED - I even bought their one month insurance from GMS insurance and attached that.

No. I don't have my full 3 years tax return right now but if i did, I meet LICO for their super visa.
You don’t state reasons for refusal. They don’t have travel history, ties to return nor funds. Your funds and job are note relevant. You don’t need 3 years that is for sponsorship. Supervisa requires LICO for 2024 with NOA. You cannot appeal but can hire a lawyer to go through the federal courts for JR. Winning doesn’t mean approval just means another officer reviews documents. JR with lawyer will costs you lots of money.

They have very healthy amount of funds. I was not going to be supporting their stay here or their tickets. They have more than enough funds to cover their one month of living here.
The reason was " wont leave canada at end of stay"

They have 2 refusals so have they applied for ATIP notes? So what can they both show as ties to return if they don’t have travel history and jobs. That is what they need to address. Honestly would not apply again unless for a supervisa.

I am thinking of applying ATIP notes on my parents behalf. But I don't what options to choose under

regarding the ties, I don't know what else to show. My father worked 30 years abroad and now he is retired. He lives on the funds that he received after retirement. No jobs/business. Only property ownership and bank statements to show. My parents are not dependent on me neither my sister.

They already refused twice for a regular TRV. Next time, they should go for super visa instead.

What are the chances that super visa will be approved? My colleague at work pointed out that the reason it got rejected that IRCC believes your parents might stay in Canada for retirement. For prove that you meet LICO, IRCC needs your Notice of Assessment (not your employment letter!) All we can say is that the chances for approving super visa would be higher. Why can't they apply both Canadian and UK visa at the same time while they are still in the home country?

We sure can do that. My sister can apply from UK and I can show that application in my Canadian application that they plan to visit both countries?

Just notice of assessment, right?No 3 years tax returns because I don't have that yet.

would actually be best if you waited for your sister to apply to sponsor your parents. Proof they are applying for permanent status in the UK could be used to prove they don’t plan on remaining in Canada. Yes only 1 yr of NOA is needed as well as proof of savings

If I can request or reappeal through webform to reconsider, stating my sister/uk visa, do you all think IRCC office would look into it?Would it be helpful at all?
