Parents visit visa

I am trying to apply visit visa for my parents including my brother who is dependent.

When using the online application submission procedure, for my brother is requires me to submit the custodian declaration. Is that required? he will be travelling with my parents.
Any ideas on how to get the online application completing without submitted the custodian document.

Any suggestions ?
