Parents TRV refused after biometric-iran

i applied online for my mother on march 1,2014 and my dad on on March 3, since there is no Canadian embassy in Iran my parents had to spend alot of money to go to Abu Dhabi to do their biometric done on march 13...exactly one day after on march 14, my mother got rejected!! I am just wondering why they make you to do your biometric before they evaluate your documents first ? we could have just prevented the unnecessary trio to another country just to do that stupid biometric!! Do you guys think my dad might still have any chance even now that my Mom got rejected?

by the way my parents were suppose to be here for our traditional wedding ceremony! the officer high lighted "the purpose of travel" as his/her reason to deny my mother entry with out giving more details !!

If the information on your father's application is the same as the one on your mother's - it will most likely have the same results unfortunately.
