parents super visa questions from Iran

Hi,
My wife would like to apply for her parents to come to Canada and I have a couple of questions.
1. Do parents need to complete biometric information? I understand there are no VAC offices in Iran and it is very difficult for them to travel to Turkey or Dubai to complete one.

2. Do we apply through the visitor visa application online and if approved, we'll have to send the passport to the visa office and get the visa approved?

3. for income levels, other than a Notice of Assessment, would an employment letter be considered? (Our income was lower back in 2015 but now we will meet 2016 LICO rates while having permanent full time jobs)

Your in-laws must give their biometrics if they are from a country for which biometrics are necessary.... within 30 days of submitting their applications.

They must visit a VAC that's responsible for TRV applications processed by the visa office in Ankara, Turkey .... they cannot give their biometrics in Dubai.

You can apply online.... again, they must give their biometrics within 30 days of getting the instruction letter through MyCIC.

If approved, they must send their passports to the VAC nearest to them.

NOAs, employment letter, pay stubs, bank statements, etc

Thanks, it seems the only positive changes the process has made is to make it online like many other countries. However asking for biometrics from Iranians was the most ridiculous policy of Harper era that showed their animosity with the Iranian people. Forcing old parents and grandparents to visit Turkey from Iran is not only cruel but it costs $1000 on top of all other costs. At least they could have shown good faith by leaving a consulate office open or designate a foreign embassy like Swiss or France to conduct the biometrics in Tehran. Hope Justin cleans their mess up as soon as possible.

My father needs to get Asterizenika vaccine as he had Barekat vaccines that are not eligible to travel to Canada. Do you know where he can get it in Tehran?
