My wife has been invited to sponsor her parents. We had a few questions about the application. My wife and her two sisters are all above 22 years of age and are PR is Canada or citizens. They also have a brother who is above 22 years of age and is a green card holder in the USA. Question is that do they need to include their brother in the forms below

The reason for the confusion is the wording in these forms. My understanding is that they need to include the information about their brother in IMM5406 and IMM5669 but not in IMM5562. Can anyone confirm?
IMM5406: "You (the principal applicant) must fill out this form for yourself and on behalf of any of your family members 18 years of age or older who are not already Canadian citizens or permanent residents"
IMM5669: "You (the principal applicant) must fill out this form for yourself and on behalf of any of your family members 18 years of age or older who are not already Canadian citizens or permanent residents."
IMM5562: "You must complete all sections. This includes, if applicable, those for your spouse or common law partner and each dependent child over the age of 18, whether they are accompanying you to Canada or not."
