Parents/Sibling Sponsorship

Hello,
I just recently became PR via CEC program (5 days ago) and i am looking at sponsoring my parents and younger sister to Canada.

May I ask if
1) I can start applying already or do I need to wait before I can start applying.
2) My younger sister is currently 16 (turning 17) can I sponsor her as well? Or I have to sponsor my parents first and then my parents can sponsor her later?

1) You have to wait until you meet the income requirements for three years in a row from a job in Canada. Assuming you meet those requirements now, you must wait until the parent sponsorship program re-opens in January and hope you are selected. Only a limited number of spaces are available.
2) She must be included as a dependent in your parents sponsorship application. As long as she is under 22 and single, she can be included in the application.
