Can someone say where we went wrong if we did. I am a permanent resident and work in Northern Sk and wanted my parents and youngest brother to visit during summer for 2 weeks. They submitted a family application March 12 and next day biometrics letters were received. Application included invitation letter, their bank statement, land title, my employment letter and intinerary. To date the haven't completed their biometrics yet but yesterday a letter of correspondence was received and they were all denied citing section 17 b that they won't return after visit.
What do I do?

What do I do?

It's hard to comment without knowing their full profile. However this refusal reason generally means they didn't show strong enough ties to their home country. It's possible they didn't have enough funds to pay for their trip, the evidence proving their ties wasn't strong enough, they asked for a trip that was too long and/or they hadn't traveled to other countries requiring visas which weakened their travel profile.

Note that Canada is closing its borders effective today to all but citizens and PRs. So I would recommend waiting until the ban is lifted if you want to reapply.
 
Thanks. My parents are employed, my mom has been working with her company for over 20yrs and my step dad is self employed in construction. My brother up until a month ago was student and just started his new job. They don't have extensive travel history. My step dad has siblings in another part of Canada.
 
But question can IRCC just sent like that without even accepting biometrics, seems pretty hasty. Yes I know the pandemic is upon us but why not say they are delaying.

Yes - they can do that. The refusal has nothing to do with COVID-19. Your parents need to strengthen their ties to their home country before they reapply.
