Parents' cousin can be counted as family tie?

1. I have 2 aunts in Ontario - one is 1st cousin of my mom (aunt's mom and my grandmom are siblings) and the other one is 1st cousin of my dad (same situation).
(I have stayed at one of the aunt's house in the past (i'm no longer in Canada), and still have photos from that time)

According to CIC and Ontario PNP, can I claim family tie with these 2 families? Do CIC and Ontario PNP have different definitions re: family tie?
If it is OK to claim, what kind of documentation proof do I need to provide?

2. My boyfriend is Canadian, but is living and working in my country (outside Canada) at the moment. We have been together for ~2 years. Can I claim connection with the province where he is originally from? (Marriage isn't an option at the moment).

No, parents' cousins will not be considered as relatives.

As per CIC, the following are defined as relatives
- parent,
- grandparent,
- child,
- grandchild,
- child of a parent (sibling),
- child of a grandparent (aunt or uncle), or
- grandchild of a parent (niece or nephew), who is
- living in Canada
- 18 years or older and
- a Canadian citizen or permanent resident.

Is this rule also applied for Ontario PNP when we apply for nomination?
