Parents are PR but kid is born outside Canada

My name is Ranbir Singh I want to enquire about that me and my wife Are p r holder we applied for Canadian PR in 2015

after 4 to 5 months we went to Canada stayed there for 1 month and applied for PR card then we came back to India it's been 4 years but at present we have one kid who is is 3 years old my PR is valid till July 2020 now I am planning to move to Canada with my whole family including my kid
so how can we proceed in this case can we apply for any travel document for tourist visa for my child so that we can travel as a whole and after reaching Canada can apply for sponsorship in dependent child category waiting for your reply

First thing first, I think you are not meeting your residency obligation. (Living in Canada 2 years out of a rolling 5 years)
The day you landed is the day you need to start counting. And since you only stayed for 1 month and you are already outside Canada for 4 years, I don't see how you can meet your RO. You may be stopped at the border when you entered into Canada. And the officer may or may not report you for further investigation in violating your RO.

If you were lucky enough to be not reported, you need to meet your RO before you can sponsor your child.
If you want to travel all at the same time, your child needs to get visitor visa to come to Canada. But he/she will be on visitor status for a while...

As you don't meet the RO, you can't sponsor your child. If you are able to enter without being reported, you would have to remain in Canada for 2 straight years to once again meet the RO and be able to sponsor your child. There is no guarantee that your child would be able to get a TRV to come to Canada. Even if the kid can come to Canada, they may not be able to attend school or get provincial medical coverage for up to 3 years, until becoming a PR.
