Parents are permanent residents, but living outside Canada, baby US Citizen, how to bring him to Canada

Both my wife and myself are permanent residents in Canada and we had a baby in the USA while my wife was doing a course in the USA. Since, then, we have been living in USA and visited Canada few times (baby on US passport as a visitor). Since, we were not living inside Canada, we could not apply for a family sponsorship for the baby. We are planning to return to Canada permanently once my wife's course gets completed in 3 months. I would like to get some clarity on how to bring the baby to Canada.
1) Can we bring him on US passport to Canada and then apply for a PR inside Canada ?
2) Should we apply for a visitor visa for the baby, come to Canada and then apply for a PR ?
3) Is there any other option to bring the baby to Canada ?

#1. Submit the application once you have moved back to Canada. US citizens do not need TRVs.

US citizens do not need visitor visa. Just get him a US passport.
When you move back, he can come in with you as a visitor and by default (if CBSA has no problem with it) will get 6 months stay as visitor.
Then you or your wife can apply to sponsor him. (there is no "inland" or "outland" sponsorship for dependents)
You can apply to extend his stay before the 6 months is up. Make sure you/your wife meet your RO while sponsoring your son. (2 years in the first 5 years of becoming PR and continue to do so in rolling 5 years)

You need to research on health coverage for the province that you move into. You may need to get private health insurance coverage for him until he becomes PR. (some province do cover dependents.. I am not sure)
