Parents applying visa seperately will help?

Hi,
My inlaws visitor visa got rejected saying on grounds of

1 . Travel history
2 . Family ties in Canada and our country of residence

What does this mean?

They have already visited Canada once and their visa was extended for another 6 months and they stayed for a year in 2011. They are now thinking of applying seperately hoping that the visa would be given if the husband applied seperately saying he is travelling alone and as the wife is still at India and the husband has to return. Then my mother in law will apply after a couple of months seperately mentioning her husband is still here and she is travelling alone and she has to return.

Is this advisable? Is this something worth trying ..Please advice

ALso can we send the invite letter again or should I ask them to get an invite letter from another family member who is in Canada?
