Parents and Sister Sponsorship Income requirement

Hello,
I am looking at sponsoring my parents within the next 1-2 years. They are 59 and 52, I also have a sister, who will be 20 when I plan to submit my application.
I was looking up at the CIC website for the minimum income for 2 persons are around 40,379.
However, since my sister is a dependent to my parents, does she count towards the total number of persons I would be responsible for? Because in that case, I would need around 49,641 if including my sister.

Any inputs are appreciated!

It would be 4 people. The program is going through an overhaul so would look around April to see the new requirements. The program may change year to year and the demand far exceeds supply so it is hard to plan too far in advance.

Also, note that the family size also includes YOUR own family.
So the minimum in your case is yourself, your parents and your sister as dependent of your parents.-> 4
(assuming that you are single and have no children)

Do we need to fulfill that minimum income limit for all the 3 taxation years even if we are not in Canada for full year in the first year?

I arrived to Canada in 2018 June and started working around October so definitely my income for that year do not meet the requirement.
However my income for 2019 and 2020 will meet for sure. In that case can I apply for sponsor after receiving my 2020 notice of assessment or I will have to wait until I receive my 2021 assessment?

At this point, we do not know how 2020 PGP will be.
If it's exactly the same as previous years, then you have to wait for another year. But again, we do not know until IRCC makes an annoucement.

Thank you. What if I had income from overseas and tax return from that country before I moved to Canada in 2018, Do you think I will be able to use that to fulfill to minimum income requirement?

Yes I am aware that 2020 PGP is delayed but I don't see any income requirement changes they made recently so I don't think there will be much changes regards to that.

If they don't change any of the requirement, then overseas tax return is not accepted.
