The IRCC is not currently taking any fresh applications for sponsoring parents and grandparents. They will be picking up applications from 2020 onwards. So, those who applied then are probably receiving PRs when the window opens.

I first became a permanent resident of Canada in 2019 September and I have my NOA for 2020, 2021, 2022 and 2023 respectively. I don't know. Will depend what the rules are when the program reopens. Note that we do not know if the program will reopen next year.

Even if program reopens this year, and that is far from guaranteed, there will likely be hundreds of thousands of applications. Parent sponsorship is not guaranteed and especially during a certain timeline. Families need to be making plans knowing that parents may never be able to move to Canada. Canada has had a huge volume of immigration and has a healthcare system that can’t care for our current seniors and population. Only a small percentage will be able to secure PR for parents or could take 10+ years to get selected and then up to multiple years to process the application.
