Parents and Grandparents Sponsorship 2021 -Process

Hi, My father has received PR approval (parents grandparents program ) via email. He is currently in India and has a Canadian Visitors visa. We asked IRCC if he will get COPR to travel to Canada, they replied -"Please inform IRCC when you are back in Canada, so we can proceed with your PR Application. IRCC cannot prepare your PR card until you are physically in Canada.".

1) Does he need to travel to Canada using his Visitors Visa.
2) Will be get COPR or PR on arrival at the Airport

Please advise the process.

Yes my father is primary applicant and my mother is co-applicant. They both are not in Canada.
