Anyone knows is it same rules for sponsor parents if we live in Quebec?
I mean draw system or we can just apply by sending documents.

You must win a lottery spot first.

The only thing different in Quebec is the income requirements, if you win the lottery spot. App is still sent to IRCC first, not Quebec.
