If you wish to sponsor your parent for permanent residency, you will have to wait until January of next year to enter the lottery and hope you are selected. Make sure you meet the income requirements. Your brother can be included as a dependent in the application.

You can only bring your parents to Canada on a super visa. Your brother cannot be included in the application. If you brother wishes to visit Canada, he will need to apply for a regular visitor visa. He cannot study in Canada as a visitor. If he wants to study, then he will need to obtain a study permit and will need to pay around $15K per year to attend public school in Canada (more if he attends private school).
