Employer: ?. I can fill out here firm where he worked and which gave him parental leave

Just for background, I think IRCC likely is indifferent as to whether you disclose as just part of employment or as a break with explanation, particularly if it's a shorter period. But no harm in putting any way at all with short explanation that he was on parental leave for [dates.]

Citizenship is not about employment but physical presence, adaptability and meeting tax requirements. If you'd like to add explanation you can do it, otherwise no needed, as he was still employed, right?
 
I'd even go and say that an explanation letter is probably overkill, as parental leave is a very very common occurrence.
Pick any choice between "just listing the job, parental leave with job information, parental leave with N/A as job info", do so with the throw of a dice if you hesitate more than a minute, and forget about it. It doesn't matter.

During parental leave he was employed and still received his salary(whether full or partial does not matter)..
So you do not need to mention that separately.
