Parent who is a US Green Card holder, is the timeline different for them?

I am trying to apply for my mother's immigration for Canada and she is a US green card holder. Is the timeline different for US green card holders? or is it the same long process? Please advise, thank you.

It's more based on where she is living. It might be a bit faster as a green card holder will be under less scrutiny, but overall the timelines aren't directly affected. Before Dec last year, different VO's had much different processing times, but now we don't know if they are balancing it out more or if timelines are still similar. If she's living in the US and gets Ottawa as a VO, it's been a fast VO.
