Parent supervisa- how to apply on behalf of the parent?

dear Experts,
quick question: what is the correct process for applying on behalf of a parent for supervisa.
We apply for supervisa on behalf of my mother-in-law online as she is not so good w/ computers.
Do we need to fill out the Use of Representative (IMM5476) form and submit Representative's Submission Letter

OR

these ones are needed only if we used a lawyer?

Yes. you have to submit the IMM5476.
