Parent sponsorship in Quebec v/s PGP program

Is there a thread / comparison between spnsoring parent via Quebec route v/s PGP program ? Specifically, I am looking for following information.

1) Is it that Quebec program of sponsoring parent is not the same as CIC, not subject to PGP 10,000 cap and is not subject to PGP lottery system?
2) What is the typical timeframe for Quebec ( 1st stage - sponsor's financial readiness, issuing CSQ to parent , applying permanent residence by Parent with CIC)
3) Understand we need to be resident of Quebec for a year and meet LICO for last one year
4) Any other consideration, where Quebec program differs from CIC PGP ?
