Question 1. When is the 2019 parent pr program opening and closing date ?
Question 2. LICO as per guide for sponsoring mother and father ( 2 persons) is $49000 + 30% appx. Is LICO minimum requirement is uniformly for last three years i.e. 2018,2017,2016. My son is fulfilling lico requirement for 2018 only. Shall I ask him apply for Parent PR for us

Income requirement must be met for the total number of the members of the sponsor's household + plus number of sponsored persons (i.e. if your son is single, income must be sufficient for 3 persons (son + mother + father). It has not been updated yet for 2018 income, but it gives you an idea what is required for 2016 and 2017. The table shows final number (no need to add 30%)

Unless sponsor lives in Quebec, meeting income requirement for 3 years is mandatory.

My daughter-in-law is also working and she is co-sponsor in this case with my son. Can u please help with further answers to following

1. Whether my daughter-in-law as co-sponsor will be added as family member ( so family member is 3 or 4)
2. My son was alone during 2016 and his income is below lico
3. My daughter-in-law become canada PR in April 2017, and got job in Sept. 2017 hence both their income added is below lico, however for 2018 their income is much higher than LICO requirement

Seeing the above, shall my son and daughter-in-law apply for parent PR for mother and father in 2019

1. Your son must meet LICO for 4 people regardless of whether your daughter-in-law cosponsors or not.
2. This disqualifies him from sponsoring in 2019.
3. It doesn't matter. LICO must be met for the previous three years.

Based on the information you have provided, they will not be able to apply to sponsor in 2019. Assuming they live outside of the province of Quebec, they must meet LICO for 4 people for the last three years.
