My parent received IM-1 visas, and are planning to arriving in Seattle by air (cheaper tickets). Can they 'land' in Vancouver by road at the Peach Arch boarder?

Yes, assuming they have US visits to arrive in Seattle. Use the Pac Hwy crossing, probably faster.
